Position Summary

This Construction Manager as Agent (CMa) position has technical, managerial, and administrative responsibilities for the assigned project. The individual in this position may supervise the work of others, or work independently in support of project objectives. The work is focused on the oversight, coordination, and documentation of Contractor work performance during the construction and commissioning phases of the project. The position has responsibility for scope, schedule, and cost control in an on-site, client-facing setting. This individual will interface extensively with Government, A/E, and Contractor representatives during project execution.

Primary Responsibilities


• Provide direct support to the Owner with regard to project cost control, schedule oversight, quality assurance, information management, and contract administration.

• Apply established project execution procedures.

• Interface and coordinate with Government representatives responsible for sustained operation of the facility.

• Monitor construction performance with knowledge of required schedule milestones and performance objectives.

• Utilize and interpret construction drawings and specifications.

• Administer contractor payment requisitions.

• Manage Submittal and RFI processes in collaboration with the A/E or Record.

• Identify potential Changes, prepare scopes of work, estimate cost/schedule impacts, and support negotiations for fair and reasonable settlements.

• Utilize Project Management Control Systems (ePM, Prolog, and P6) to record, track, analyze, and report project data.

• Prepare agendas, prepare and distribute meeting minutes inclusive of tracking reports, decisions and key actions due.

• Assist or lead the resolution of issues related to differing site conditions, disputes, and client-generated requests.

• Monitor and document physical work associated with Changes in the work.

• Prepare monthly progress/status reports including performance narratives, schedule variations, trends, cost summaries, Changes/RFI/Submittal status, and a summary of key action items.

• Maintain awareness and adhere to Federal security requirements.

• Supervise and support QA/QC staff responsible for focused inspections and reporting on work in progress.

• Log, track, and maintain current project record documentation.

• Log and electronically distribute RFI responses, submittals, ASI's and other pertinent information to the project team.

• Facilitate teamwork and collaboration to produce results and achieve client objectives.

• Perform change order cost estimating and assist the Construction Manager in negotiations.

• Evaluate Contractor schedule updates and risks associated with sequence and network revisions.

• Employ home office estimating, scheduling, and discipline engineering support as necessary.

• Prepare agenda, facilitate project meetings, and distribute meeting minutes inclusive of tracking reports, decisions and key actions due.

• Administer the CMa Task Order contract including quality assurance, resource assignments, change management, and internal cost control.

• Facilitate teamwork and collaboration to produce results and achieve client objectives.

  • Bachelor of Science in an Engineering discipline, Construction Management, or Architecture required
  • 5 years of experience as a Project Manager in an Engineering, Construction Contracting, or Construction Management organization required
  • 8 years of experience in a project related technical field required
  • Strong working knowledge of building construction, building systems/components and technology, contract management, project execution, team building and client relationship management required
  • Federal building construction experience preferred
  • Certified Construction Manager (CCM), Professional Engineer (PE) or Architect license/certification preferred
  • The work location for this position is Woodlawn (Baltimore), MD
