About the Role:

The challenge? Providing exceptional support for infrastructure engineering, operations, maintenance, repair, and minor construction services to the US Navy.

Each day, The Site Manager reports directly to the OM Services Federal Operations Manager. The Site Manager position oversees and supervises all day-to-day operations, contract performance, and personnel management for the Base Operations Support Services at Naval Station (NAVSTA) Mayport and Marine Corps Support Facility - Blount Island.
The Site Manager independently applies technical and operational knowledge to meet contract requirements to operate, maintain, and repair buildings and structures; port utility systems; mechanical systems (including heating, ventilation and air conditioning/refrigeration systems); steam distribution system; electrical distribution and emergency generating systems; facility alarm and monitoring systems; wastewater and water systems; utilities and surfaced areas; and environmental, energy, and emergency management tasks.
The Site Manager:
  • Manages multi-discipline project delivery; executes the contracted work
  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project
  • Leads project decisions regarding technical approaches, cost and scheduling, and overall performance
  • Monitors and reports to internal management on the progress of all project activities, including significant milestones, and any conditions which would affect project cost or schedule
  • Identifies the need for contract modifications; leads the scope development, pricing and negotiation of changes
  • Implements, manages and plans project operations per company, client and agency health, safety & environmental policies and regulations
  • Identifies conflicts, risks and changing priorities with little or no notice; mitigates and resolves the same by developing alternate methods and solutions
  • Assumes key responsibility for extensive client interface to report progress and assure operations meet service requirements; partners/collaborates with site stakeholders, provides briefings, and resolves issues
  • Assists the Program Manager in supervising the key technical project senior support staff; includes hiring, training, and monitoring and evaluating performance authority
  • Must be a U.S. citizen.

Additional Information:
  • Role requires successful completion of multiple contingencies to include an Employment Background Check, Physical and Drug Test.

The minimum qualifications for this position are:
  • Bachelor's degree in engineering or related technical discipline
  • Minimum of 5 years' supervisory experience; demonstrated ability to safely lead multi-disciplinary teams
  • Minimum of 10 years' experience with facilities and infrastructure operation and maintenance for large campus/installation environment
  • Excellent communicator (written and oral); ability to communicate clearly and concisely; listen attentively and integrate large volumes of information from multiple sources
  • Partnering/collaborative approach in working with multiple stakeholders
  • Experience in the use of Microsoft Office standard computer programs
  • Experience in applying analytical and process improvement techniques
  • Government contract experience

The ideal candidate will possess the following skills and experience:
  • Knowledge of U.S. Navy client, rules, and regulations
  • Knowledge of Computerized Maintenance Management System (CMMS)
  • Navy contract delivery experience
  • Registered Professional Engineer and/or Program Management Professional
  • Demonstrated management of contract/site operations/project over consecutive years
