This is a NASA Test Evaluation and Support contract position; it may be assigned to Jacobs Technology Inc. or a teammate company.
This position is within the Propellants, Chemistry, & Materials Test Branch of the WSTF Materials & Components Laboratories Office. Engineering responsibilities include: DDT&E of hazardous test systems; assess compatability & performance of customer test articles; interpret and analyze test data to assess component and/or system level design. The engineer may serve as test engineer, pressure systems engineer, and/or project lead for the Oxygen Hazards & Testing Group. Candidates should have experience developing the following types of documents: Project Plan, Test Plan, Requirements Definition, Hazards Analysis, Failure Modes and Effects Analysis, Safety Review, System Readiness Review, Preliminary and Critical Design Review, Test Readiness Review, and Technical Data Report. Preference will be given to candidates with experience in the following areas: Experience in testing & analysis, pressure system design & buildup (ASME B31.3), and demonstrated strength in leadership and management of large projects. Must have excellent communication skills, customer & safety focus, and work well in a team environment. Domestic or international travel may be required.
BS degree in Mechanical, Aerospace, or Chemical Engineering from an ABET accredited engineering program and five (5) to eight (8) years of related engineering experience, or a MS degree in Mechanical, Aerospace, or Chemical Engineering from an accredited engineering program and four (4) to six (6) years of related engineering experience or Ph.D. in Mechanical, Aerospace, or Chemical Engineering from an accredited engineering program and zero (0) to three (3) years of related experience. Previous experience in design, development, test, & evaluation (DDT&E) is required. Experience in project management with demonstrated ability to lead technical integrated teams is required. Experience in project planning, estimating, requirements development, and design verification/validation is required. Degrees in engineering technology are not considered to be qualifying for this position.
UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION
Position involves extended periods of sitting or standing. Physical requirements are: sitting, walking, standing, extensive use of stairs, and access to remote structures. Typically required to lift and hold up to 30 pounds. Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. May be required to wear breathing protection (respirator), hearing protection, eye protection and other associated personal protective equipment.
DESCRIPTION OF WORK ENVIRONMENT
Desk/office work and test area work. Test area work involves standing and directing technical personnel. Also involves working with and around oxygen system components and components that have been exposed to hypergolic propellants. Position requires individual to travel to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. All work must be completed in a safe manner in accordance with NASA and Company safety standards.
EQUIPMENT AND MACHINES INVOLVED IN WORK TASKS
Computer work required. Exempt employees will not operate equipment and machines involved in the performance of testing; union personnel perform these tasks. However, exempt salaried personnel in this job will work around pressurized fluid systems (nitrogen, helium, air, water) and systems used for processing oxygen and hypergolic propellant components. Use of calculator, printer, fax, scanner, telephone, filing cabinets, and other standard office equipment is required.
CRITICALITY OF ATTENDANCE
Regular attendance and punctuality is required. Overtime may be required in support of test project schedules or other priority assignments as determined by management or customer needs. Normal working hours are nine (9) hour per day with some flexibility based on pre-approval. A condensed work schedule, allowing alternate Fridays off, is typically in use for each two week pay cycle (9-80 schedule). Personnel in the branch are cross-trained to allow for normal planned vacation and sick leave.
OTHER ESSENTIAL FUNCTIONS
Priority assignments as determined by management or customer needs which may include temporary shift work to accommodate testing requirement and some occasional travel. Knowledge of Microsoft programs such as Word, Excel, and Project is necessary. Must be able to communicate effectively with individuals at all levels of the organization. Must work well under pressure to meet deadline requirements. Dress must be appropriate for the position and not pose a safety risk or hazard to the employee or others in accordance with NASA and Company policies. Must be able to pass a physical examination (including drug testing) as determined by the NASA White Sands Test Facility and the Company for the job classification. Must be a U.S. Citizen, posses a valid state driver's license, and pass a Federal background investigation.
